Even in order to become famous on social networks, subjects are willing to commit illegal acts, produce objectionable content, lack of education, fake information, incite violence, and defame , defame the government….

The Ministry of Public Security also acknowledged that, although the authorities have strengthened monitoring and review of information on social networks, promptly detected and strictly handled individuals and organizations that spread the information. fake news, reactionary, malicious, violating the law, but the effectiveness of the fight against inaccurate reporting and distribution of offensive and harmful videos on the Internet is still not commensurate with the reality.

Master Nguyen Duc Hieu It is proposed that in order to thoroughly solve the negative problems in cyberspace, there should be a total solution both from the authorities and the participation of the whole society, which enhances the effectiveness of propaganda work. Legal education is one of the fundamental solutions that need to be implemented in the coming time. “People are the root of most problems in society. Violations on social networks are no exception because many people intentionally violate them. Therefore, the fundamental solution should be propaganda and education", said Master Nguyen Duc Hieu.

According to Master Nguyen Duc Hieu, in order to improve the effectiveness of legal propaganda and education to the people, it is necessary to innovate the method of propaganda, not only limited to traditional channels but should approach in a modern way. is directly on the web. At the same time, legal education and propaganda activities need to be carried out synchronously, systematically, with close and rhythmic coordination between functional agencies, in order to create strong waves of information to achieve success. effectively reach the people in the best way.

With the experience of a person who has worked in the legal field for many years, Mr. Le Thanh Nam suggested that the Ministry of Public Security and relevant agencies should urgently propose the Government to promulgate, supplement and amend. regulations on ensuring security in cyberspace, building a complete system of legal documents in this field, aiming to create a mechanism of "self-immunity" for the community. The creation of a "self-immunity" mechanism by law is essential, helping every citizen online to be a fighter to fight against violations on social networks.

State management agencies need to strengthen content censorship tools, require businesses providing cross-border services to comply with Vietnamese law; resolutely handle service providers that do not comply with the law. Relevant ministries and branches shall closely coordinate to create synergy in the implementation of state management measures on network information security and strictly handle violations.

Also on this matter, Master Nguyen Duc Hieu said that the protection mechanism of social networks is currently being applied such as the mechanism of "reporting violations" when violating the "community standards" that social platforms such as Facebook, Tiktok ... are applying. is also one of the suggestions for state management agencies in the field of ensuring network security. Along with that, in order to improve the efficiency of "cleaning up trash in cyberspace", the Ministry of Public Security needs to build a department in charge of receiving and handling reports of violations with specific and clear regulations on the rights and obligations of the Ministry of Public Security. and responsibility for that department.

Sharing the same view, Mr. Le Thanh Nam emphasized, in order to improve the efficiency of state management in the field of cyber security, the Ministry of Public Security and relevant agencies also need to study, propose, and supplement regulations on strict responsibilities. more closely to social networks, especially foreign social networks. Managing content on social networks through the principle of "self-management, self-responsibility" to the social network service providers themselves will "clean up" privacy violations, violations criminal law, against the state, bullshit content, violation of the nation's fine customs and traditions.
